How the SA scheme actually works

REPS puts energy-savings targets on SA's big energy retailers. They meet those targets by funding efficiency upgrades in homes, including installing efficient reverse-cycle air conditioners (both splits and ducted systems are currently eligible activities). The benefit reaches you as a discount off the installed price, arranged by the retailer or their accredited provider, not as a cash payment, and not through any government application.

Unlike Victoria's scheme, there is no published dollar figure. The discount depends on which provider you use, the system's size and efficiency, and your eligibility. Anyone quoting you a fixed "SA government rebate amount" is making it up. The way to find your real number is to get quotes and ask each installer what REPS discount they can apply.

Who gets the most

Nearly half the scheme's annual target must be delivered to priority households, so that is where the deepest discounts go, sometimes advertised as little-or-no out-of-pocket for a small split. You are in the priority group if anyone in your household:

• Holds a Pensioner Concession Card, Health Care Card, or eligible veteran Gold Card
• Receives the SA energy bill concession
• Rents at $500 a week or less
• Is in a retailer hardship program or payment plan

Priority households are also exempt from the scheme's $33 minimum co-payment. Everyone else is still formally eligible, but offers for non-concession households vary by provider and can be limited or waitlisted, ask when you get quotes rather than assuming.

How to claim it

1. Get quotes from installers and ask each one directly: "What REPS discount can you apply, and through which retailer or provider?" You don't need to be a customer of that retailer.
2. If you're in the priority group, say so up front and have your concession card or proof ready, it changes the offer significantly.
3. The provider must disclose all costs in writing before work starts. Renters need written landlord permission for the installation.

Worth knowing

If you hold a concession card, the separate SA energy bill concession (up to about $291 a year) helps with running costs once the system is in, and a Medical Heating and Cooling Concession exists for people with qualifying medical conditions. Both are on sa.gov.au. And treat "free air conditioner" ads with skepticism, for most households REPS is a discount, not a giveaway.
